Voting From Abroad is Easier Than It Seems

There are Americans in Bogotá, Buenos Aires, and Mexico City who have lived outside the country for years and who, without intending to, stopped voting. Not out of indifference, but because the process seemed distant, almost unrelated to the lives they built abroad. However, nearly 2.9 million U.S. citizens currently live outside the United States, and if they formed a state, their population would exceed fifteen of the current fifty. Even so, in 2020 less than 8% of them exercised their right to vote. Distance, it turns out, is almost never the real barrier. It's a lack of understanding of the process.

Mechanisms and Deadlines You Can't Miss

Voting from abroad doesn't require any additional paperwork or special offices. Everything is handled with a single form, the Federal Post Card Application (FPCA), available for free on the government's official website, FVAP.gov. This document serves two purposes at once: it registers the voter as an absentee and requests, in the same step, a ballot for all federal elections that year. Whether it's your first time voting from abroad or you've done so before, it's advisable to submit a new FPCA every year and every time you change your address. For those who prefer not to handle the form themselves, there are non-profit, non-partisan organizations, such as the Center for US Voters Abroad, that will complete the FPCA using the voter's information and send it ready to print and sign, along with specific instructions for their home state.

The 2026 midterm elections are held on November 3. By law, states are required to send ballots to overseas voters at least 45 days in advance, which is around mid-September. Voter registration, meanwhile, is usually required at least 30 days in advance, although some states have shorter deadlines. The practical recommendation is to submit the Federal Voter Registration Application (FPCA) as soon as possible, ideally before the end of August, to allow sufficient time for international mail and the local election office. Anyone who already voted in a 2026 primary or special election does not need to re-register, provided they have not changed their address or state of residence. A single FPCA submitted this year covers all federal elections on the 2026 calendar.
How and Where to Send the Form?

Once printed and signed, the FPCA can be submitted in several ways, depending on state regulations: by mail, fax, or, in most cases, scanned and emailed to the election office in the last county where you reside in the United States. It can also be delivered in person to the nearest embassy or consulate, where it is often forwarded to election officials free of charge. It's always advisable to confirm receipt through the relevant state's online portal, which takes only a couple of minutes and eliminates any doubt about whether the form arrived on time. And if, despite everything, the requested ballot doesn't arrive on time, there is a backup option: the Federal Write-in Absentee Ballot (FWAB), which allows you to vote even without having received the official ballot.

Living far from the United States doesn't mean disconnecting from its decisions. Voting abroad was designed precisely so that distance doesn't erase citizenship. Registering takes only a few minutes; forgetting, on the other hand, means surrendering a voice that many other countries don't offer to those who emigrate. The next time someone thinks their vote no longer counts because they live thousands of miles away, it's worth reminding them that there's a form waiting, and that September arrives faster than it seems.
