UN Tourism (World Tourism Organization)


The UNWTO frames tourism as an essential vehicle for achieving the 2030 Agenda and the Sustainable Development Goals (SDGs), from reducing hunger (SDG 2) to achieving gender equality (SDG 5), a sector where women are highly employed and entrepreneurial. 9 The Global Code of Ethics for Tourism establishes the social and moral framework, promoting respect for the diversity of local beliefs and customs. 7


A high-impact policy element is the UNWTO's leadership in Global Standardization. UNE-ISO 21902 Accessible Tourism 12 is a pioneering international standard that establishes compliance requirements and best practices for the entire tourism value chain, from pedestrian routes to service communication. 12 This standard quickly becomes a de facto regulatory mandate in countries that adopt it, requiring the private sector to invest in universal design and training.

ECLAC and Regional Blocs (European Union)


ECLAC has emphasized the need for a territorial approach to sustainable tourism, analyzing how governance and digital transformation specifically affect micro, small, and medium-sized enterprises (MSMEs) in the region. In the European context, strategic frameworks such as the European Green Deal and the Recovery and Resilience Facility have conditioned public investment on decarbonization and resilience. 16 Member States' national strategies must replicate these priorities to access ERDF funds, demonstrating that supranational policy dictates the axes of national policy. 18

2.3. Relationship between National, Regional and Local Tourism Policies


The effectiveness of tourism policy is defined by its capacity for vertical coordination. 5

National Level: Establishes the long-term strategic vision, defines the priority axes and provides the basic regulatory framework (laws and regulations).
Regional and Local Level: This is the area of implementation and adaptation. Subnational entities are responsible for integrated tourism planning. 10 They use land-use planning tools, such as zoning assisted by Geographic Information Systems (GIS), to translate the national strategy into specific territorial realities, avoiding spontaneous implementation and ensuring control over land use. 2


This coordination ensures that, although the vision is national, the actions and benefits are rooted in the local community.

3. TYPOLOGY AND SECTORAL SCOPE OF TOURISM POLICIES


Tourism policy covers various functional areas that require specialized instruments for their regulation and promotion.

3.1. Territorial Development Policies and Tourism Planning


These policies are the spatial basis for development, seeking to integrate tourism with land use planning to ensure a balanced distribution of activity. Strategic planning defines the destination's objectives and development stages. 2 The use of regulatory tools such as GIS for zoning, occupation, and sustainable land use is essential. 6 The private sector must understand that public policy is geared toward discouraging spontaneous tourism development, so consultation with and adherence to land use plans is a prerequisite for any investment.

3.2. Environmental Sustainability and Heritage Management Policies


The focus of these policies is on managing negative impacts and fostering positive contributions. The guidelines promote tourism development that actively supports biodiversity conservation and the socioeconomic well-being of host communities. 8 Currently, climate impact management policy is paramount, including climate change adaptation 19 and the promotion of decarbonization strategies, such as the Valencia Roadmap or the tools developed by island destinations like the Canary Islands to measure carbon footprints. 16 Funding policy requires private sector projects to integrate impact management and demonstrate communication on access to sustainable resources and services. 19

3.3. Quality, Safety and Regulation Policies for Tourist Services


The regulatory objective is to raise service standards and increase the credibility of the destination through standardization and oversight. This is achieved through the establishment of Quality Systems (e.g., the Tourism Quality Seal, Responsible Tourism Quality Systems - SSTI). 21 A key element of the policy is the incentive for compliance: the State financially supports the sector by reimbursing quality certification audits and granting prominent promotion to certified companies. 21 For the private sector, quality certification has established itself as a competitive differentiator and, in many cases, a prerequisite for accessing public support and promotion programs.

3.4. Investment Policies, Tax Incentives and Sector Financing


Fiscal policy is an active mechanism for directing capital toward strategic development. Fiscal incentives, such as tax exemptions, are used to encourage investment and financing of new strategic tourism products or establishments. 23
An advance in the sophistication of fiscal policy is the use of tourism taxes for destination management. Differentiated rates based on seasonality, area, or type of establishment demonstrate that taxation is used as a tool to regulate flows and behaviors. 25 , encouraging the redistribution of demand and mitigating overcrowding. It is vital that companies understand and access incentive programs, as evidence suggests that a lack of training in the process of obtaining tax benefits limits their use, especially in SMEs. 23

3.5. Vocational Training, Employment and Skills Development Policies


These policies seek to ensure the quality and availability of human capital aligned with the needs of the global sector. UNWTO actively promotes tourism education and training 26 , including the incorporation of tourism into secondary school curricula. The guidelines promote tourism as a tool for gender equality (SDG 5), offering employment and income opportunities that empower women. 9 Capacity development policies focus on technical skills (management, innovation) and encourage collaborative models between universities and businesses to raise management standards. 27

3.6. Innovation, Digitalization and Tourism Competitiveness Policies


Digitalization is conceived as a cross-cutting tool of public policy. The Smart Tourism Destination (SDT) model promotes the development of the sector through innovation and technology, seeking synergies and knowledge transfer. 29 Public policies facilitate digital transformation (Digital Kit financed by resilience funds 30 ), recognizing that technology is the engine of future competitiveness. 13
DTI policy is migrating toward the Regenerative Tourism paradigm (Glasgow Declaration 11 ). While DTI provides the data infrastructure for efficiency, regenerative tourism establishes the ultimate goal: not just impact reduction (sustainability), but active ecosystem and community enhancement. This sets a new investment and reporting standard for the private sector.

4. INSTRUMENTS AND IMPLEMENTATION MECHANISMS


Instruments are the vehicles that transform strategic policies into concrete and executable actions.

4.1. National Tourism Plans and Strategies (PEsT)


These guiding documents, such as the Sustainable Tourism Strategy 32 , define the long-term roadmap. Their main function is to mainstream principles such as sustainability and resilience into specific programs and projects. The private sector must ensure that its business plans demonstrate explicit consistency with the objectives and strategic axes defined in the current STS to be eligible for public support.

4.2. Regulatory Frameworks, Regulations, Licenses and Certifications


The legal framework establishes minimum operating requirements. However, modern policy places great emphasis on quality standardization. The adoption of international standards (ISO) and their incorporation into national catalogs (UNE) have a direct regulatory impact. The UNE-ISO 21902 standard, for example, establishes detailed and cross-cutting accessibility requirements for all service providers, making inclusion a regulatory compliance requirement rather than a market option. 12

4.3. Funds, Incentives and Public Programs


Financial mechanisms direct investment toward policy objectives:
● Structural Funds (EU): Programs such as the ERDF and the Cohesion Fund support R&D, service innovation, and the reduction of socioeconomic disparities. 33 Co-financed investment is strictly linked to national and regional tourism strategies. 18
● Recovery and Resilience Plans (PRTR): These funds finance tourism sustainability projects 34 and digital transformation 30 , with a high-level focus on decarbonization and climate adaptation. There is an imperative for rigor in the management of these funds. External audits have indicated that deficiencies in initial planning and needs assessments in project selection pose risks to the effectiveness and sustainability of co-financed investments. 18 This places the responsibility on the private sector accessing these resources to ensure maximum transparency and precision in justifying their projects.

4.4. Public-Private Partnerships (PPPs) and Collaborative Governance Mechanisms


PPPs are key instruments for mobilizing resources and mitigating risks in sustainable development projects (SDPs). 35 They are successfully used in infrastructure management and the administration of high-value destinations, such as public and national parks. 36 Tour operators and agencies have the opportunity to participate in these schemes not only as suppliers, but also as long-term management partners. Interinstitutional coordination is institutionalized through formal mechanisms such as the Tourism Executive Committees (CET) 37 or interinstitutional commissions at the regional level. 38 These spaces are vital for aligning sectoral agendas (e.g., security, environment) with tourism objectives and ensuring the transfer of knowledge to raise quality standards. 38

5. EVALUATION AND MONITORING OF TOURISM POLICIES


Evaluation is the cornerstone of accountability and ensures that public policy focuses on impact metrics beyond volume.

5.1. Performance and Sustainability Indicators


UNWTO provides the methodological framework for sustainable tourism indicators. 40 These must be multidimensional to capture the complex reality of the sector. 42

● Economic Dimension: Measures market dependence and income generated by employment.

● Sociocultural Dimension: Evaluates community perceptions and saturation during peak demand periods. Lack of sociocultural sustainability manifests itself in problems of insecurity or violence, which directly leads to the loss of international tourists, illustrating how social failure translates into economic failure. 42

Rigorous measurement of sustainability, especially in the sociocultural dimension (e.g., congestion), is what provides the empirical basis and technical justification for the implementation of stricter regulatory policies, such as the application of differentiated tourist taxes. 25

5.2. Monitoring and Evaluation Tools


Continuous monitoring is carried out through Tourism Observatories 8 and structured methodologies such as Integrated Sustainable Tourism Systems (ISST). 22 The private sector should integrate UNWTO indicator methodologies into its corporate reporting to influence public policy by proactively demonstrating its social and environmental impact.
