A operação policial mais letal da história do Rio de Janeiro

Um confronto de dimensões sem precedentes

Na terça-feira, 28 de outubro de 2025, o governo do estado do Rio de Janeiro lançou uma operação policial sem precedentes nas favelas do Alemão e da Penha. Apelidada de “Operação Contenção”, participaram aproximadamente 2.500 policiais, apoiados por helicópteros, veículos blindados e drones, com o objetivo declarado de conter a expansão da gangue Comando Vermelho, segundo a Al Jazeera. As autoridades relataram que a operação resultou na apreensão de um grande arsenal e drogas, e que ocorreram intensos confrontos em áreas florestais próximas. Segundo a Reuters, o governador do estado descreveu a operação como “a maior da história do Rio de Janeiro.”

No entanto, a CNN Mundo indicou que o número de mortos gerou alarme: a defensoria pública do estado contabilizou pelo menos 132 mortes, número que supera amplamente os relatórios oficiais iniciais.

Direitos Humanos e Justiça Pós-Operação

A reação de organizações nacionais e internacionais foi contundente. O Escritório do Alto Comissariado das Nações Unidas para os Direitos Humanos (ACNUDH) solicitou “investigações rápidas e efetivas” e lembrou às autoridades suas obrigações sob o direito internacional dos direitos humanos. Por sua vez, a Human Rights Watch observou que os locais dos crimes não foram devidamente preservados e que especialistas externos não puderam participar das investigações iniciais.

Da mesma forma, a carta pública de 27 organizações denunciou a operação como “não uma política de segurança, mas uma política de morte” contra as comunidades pobres do Rio, atribuindo responsabilidade ao governador por um padrão letal que persiste desde 2021, segundo a Conectas.

Impacto no Turismo e Desenvolvimento Urbano

Para uma cidade como o Rio de Janeiro, que depende do turismo, os efeitos de um evento dessa magnitude não podem ser ignorados. A notícia de dezenas de corpos alinhados nas ruas da favela, o fechamento de escolas, a paralisação do transporte e o uso de drones armados cria a imagem de uma cidade em guerra.

Ao mesmo tempo, a estratégia do estado de limpar e restaurar a ordem pode ser interpretada como uma tentativa de restabelecer condições adequadas para o turismo internacional, investimentos e revitalização de bairros marginalizados. No entanto, seu sucesso a longo prazo dependerá de incluir justiça, transparência e alternativas para os moradores dessas áreas.

Lógica do Confronto Estatal

A operação de 28 de outubro faz parte de uma estratégia de confronto direto do Estado contra o crime, mas, ao fazê-lo, tensiona os valores de segurança, direitos humanos e cuidado comunitário. Ainda está por se ver se o controle territorial se traduzirá em uma melhoria real na qualidade de vida dos residentes e se a cidade poderá manter sua reputação como destino turístico sem negligenciar as feridas que esses confrontos expõem.
