Argentina Lança o Primeiro Passaporte Dourado da América do Sul

A iniciativa busca atrair investimentos internacionais, impulsionar o crescimento econômico e fortalecer a projeção global do país.

A Argentina está prestes a se tornar protagonista de um mercado global que movimenta bilhões de dólares todos os anos. O país anunciou a criação do primeiro programa de cidadania por investimento da América do Sul — popularmente conhecido como “Passaporte Dourado” —, uma iniciativa destinada a atrair capital estrangeiro por meio de investimentos estratégicos em setores-chave da economia.

A medida representa um marco regional. Embora programas semelhantes existam na Europa, no Caribe e no Oriente Médio, nenhum país sul-americano havia criado até agora um modelo formal de cidadania por investimento. A proposta argentina busca posicionar o país em um mercado altamente competitivo, onde investidores de alto patrimônio procuram novas oportunidades de negócios, mobilidade internacional e diversificação de ativos.

Um dos aspectos que mais desperta interesse é o possível valor mínimo exigido para participar. Embora o governo ainda não tenha divulgado um valor oficial, especialistas do setor estimam que o investimento mínimo possa girar em torno de US$ 500 mil, destinados a áreas produtivas como turismo, tecnologia, energias renováveis, infraestrutura e agronegócio.

O que diferencia a Argentina de muitos programas tradicionais de migração por investimento é que a iniciativa não deverá se concentrar principalmente na compra de imóveis de luxo. O objetivo é direcionar recursos para projetos capazes de gerar empregos, inovação e crescimento econômico sustentável. Entre os setores mais beneficiados está o turismo, uma indústria que recebeu mais de sete milhões de visitantes internacionais antes da pandemia e continua sendo um dos principais motores da economia argentina.

A atratividade da Argentina vai muito além do programa migratório. O país integra o chamado Triângulo do Lítio, juntamente com Bolívia e Chile, região que concentra cerca de 60% das reservas conhecidas de lítio do planeta. Em um momento em que a economia mundial acelera sua transição para veículos elétricos e energias limpas, esse recurso estratégico transformou a Argentina em um dos mercados mais observados por investidores internacionais.

Outro ativo impressionante está no setor energético. A formação de Vaca Muerta abriga a segunda maior reserva mundial de gás de xisto e a quarta maior reserva mundial de petróleo de xisto, tornando-se um dos recursos energéticos mais importantes do planeta. Com mais de 30 mil quilômetros quadrados, uma área comparável ao tamanho da Bélgica, a região vem atraindo investimentos bilionários de empresas internacionais de energia.

Os benefícios potenciais para os candidatos também são significativos. O passaporte argentino ocupa posição relevante nos índices globais de mobilidade e oferece acesso sem visto ou com facilidades migratórias a 114 países e territórios, além de garantir livre circulação dentro do Mercosul. Para muitos investidores internacionais, essa vantagem pode ser tão atraente quanto as próprias oportunidades de investimento.

Outra característica que vem chamando atenção é a possibilidade de incluir familiares diretos no processo com custos adicionais relativamente reduzidos. Em muitos programas de cidadania por investimento ao redor do mundo, a inclusão de familiares pode elevar significativamente o valor total exigido.

A iniciativa também pode gerar impactos positivos para o turismo. A experiência internacional mostra que muitos investidores acabam se tornando visitantes frequentes, comprando segundas residências e promovendo os destinos onde investem dentro de suas redes profissionais e familiares. Esse fenômeno foi observado em países como Portugal, Grécia e Malta, onde programas semelhantes contribuíram indiretamente para o crescimento do turismo e do mercado imobiliário.

A Argentina possui todas as condições para aproveitar essa tendência. O país abriga algumas das paisagens mais impressionantes do mundo, desde os glaciares da Patagônia até as quedas d’água do Parque Nacional Iguazú. Somam-se a isso os vinhedos de Mendoza, a imponência da Cordilheira dos Andes, as vastas planícies dos Pampas e a vibrante cena cultural de Buenos Aires.

Há também curiosidades que ajudam a explicar o fascínio exercido pelo país. A Argentina é o oitavo maior país do mundo em extensão territorial, possui mais de 5 mil quilômetros de litoral atlântico, abriga o Aconcágua, a montanha mais alta das Américas, com 6.961 metros de altitude, e conta com algumas das reservas de água doce mais importantes da região. Essas características fazem do país um destino estratégico tanto para investimentos quanto para o desenvolvimento turístico de longo prazo.

Apesar do entusiasmo, alguns detalhes ainda precisam ser definidos. O governo já criou a estrutura legal e uma agência especializada para administrar o programa, mas os requisitos finais, os procedimentos operacionais e a lista definitiva de investimentos elegíveis ainda não foram divulgados. Atualmente, a iniciativa encontra-se em fase de implementação.

O que parece certo é que a Argentina está enviando uma mensagem clara ao mercado internacional: deseja competir pela atração de capital, inovação e talentos globais. Se conseguir combinar transparência, segurança jurídica e oportunidades econômicas reais, o programa poderá se tornar uma das iniciativas migratórias mais inovadoras e observadas do Hemisfério Ocidental.

Mais do que uma mudança administrativa, o anúncio representa um momento histórico para a região. Pela primeira vez, a América do Sul terá um programa de cidadania por investimento criado especificamente para atrair grandes investidores internacionais. A expectativa do governo é que a iniciativa fortaleça a economia, impulsione setores estratégicos e consolide a posição da Argentina como um dos destinos mais atraentes do continente para viver, investir e viajar.
