Costs, Visas, and Quality of Life Explain why Foreigners Continue to Choose Panama

What is someone really looking for when they decide to leave their country behind? It's not always an adventure. Sometimes it's something much simpler: waking up without feeling like your money is disappearing before the end of the month, living near the sea or the mountains, and reclaiming time for yourself. In 2026, Panama seems to have transformed that quest into a particularly attractive option for retirees, expats, and remote workers.

The most compelling sign comes from InterNations: Panama has topped its Expat Insider survey for the third-year running, ahead of Thailand, Mexico, the United Arab Emirates, and Brazil. The 2026 study, which covers 31 destinations and requires a minimum of 50 responses per country, finds that 87% of expats in Panama are satisfied with their life abroad, compared to 70% globally.

InterNations revealed that Panama also stands out for the positive perception its foreign residents have of their finances. Ninety percent say their disposable income is sufficient to live comfortably, compared to the global average of 71%. Furthermore, 76% are satisfied with their economic situation, and 69% view the cost of living favorably. More than just a matter of paying less, the data suggests a feeling that is especially valuable for retirees and those with income from abroad: that their money has greater capacity to sustain the lifestyle they desire.

Living in Panama: How Far Does Your Money Really Go?

In 2026, a single person can expect to budget approximately US$1,500 to US$2,500 per month; a couple, between US$2,000 and US$3,500; and a family, from around US$3,000 to US$5,500 or more, depending on the type of housing, city, and lifestyle. In Panama City, a one-bedroom apartment in central areas can cost around US$900 to US$1,800 per month, while living outside the capital allows for a considerable reduction in rent.

International comparisons help put this into perspective. Numbeo's 2026 cost of living index places Panama at 45.54, compared to 68.77 for the United States, 68.69 for Germany, and 67.72 for France. This doesn't mean that every product is cheaper or that all Panamanian cities are inexpensive, but it does highlight a significant structural difference. Fortune also calculated in 2025 that the cost of living for a single person was 36.3% lower than in the United States.

The dollar offers another practical advantage: those arriving with savings, investments, or pensions in dollars eliminate the daily risk of currency conversion. But Panama isn't a low-cost paradise everywhere you look. The capital, premium real estate areas, and certain imported goods can be much closer to international prices. The real advantage emerges when the budget is combined with a smart choice of neighborhood and lifestyle.
Retiree, Digital Nomad or Investor

For retirees, the Pensioner visa remains one of the most popular options. The minimum lifetime income is US$1,000 per month, plus US$250 per dependent, with an alternative of US$750 when combined with qualifying property valued at at least US$100,000. Before applying, however, it is advisable to confirm requirements and procedures directly with Panamanian immigration officials or a lawyer, as immigration conditions may change.

The options don't end there. Panama maintains a Short-Stay Visa for Remote Workers for individuals whose income comes from abroad; official information establishes a minimum annual income of B/.36,000 and a validity of nine months, renewable for another nine. For investors, there are also pathways such as Friendly Countries and Qualified Investor, subject to specific nationality, investment, and residency requirements. Official records show that Friendly Countries and Qualified Investor will remain active categories through 2026.

Perhaps the deepest reason for Panama's appeal isn't reflected in a price list. It's the feeling of landing in a place that already understands the needs of foreigners: private hospitals, air connectivity, internet access, financial services, and international communities. In the words of an American surveyed by InterNations: “I love the climate, food, and cost of living.” For many Latin Americans, there's also a difficult-to-measure emotional advantage: Panama remains culturally recognizable, welcoming, and accessible.

The Hidden Price of Becoming a Destination

Every migration success brings an uncomfortable question: who pays the price when a place becomes too attractive? InterNations detects weaknesses precisely where the pressure can become visible: Panama ranks last among the 31 destinations in the study in car infrastructure and scores low in availability of sustainable goods and services and urban environment.

The risk isn't the arrival of foreigners; the challenge is ensuring their arrival doesn't indirectly displace those already living there. When rents and land values rise in sought-after areas, real estate profits can coexist with greater difficulty for local residents to access housing. Growth also demands roads, water, transportation, healthcare, waste management, and digital services capable of supporting that expansion.

The Challenge: to Prosper Without Losing Your Soul

Panama, therefore, offers a lesson that transcends its borders. Latin America has the opportunity to transform international migration into investment, cultural exchange, and economic renewal without turning its cities into exclusive products for those who arrive with greater purchasing power. The question should not be solely how to attract foreigners, but how to ensure that this prosperity also strengthens the host community.

Panama's true success in 2026 lies not only in being a three-time champion of a ranking. It lies in having demonstrated that quality of life, connectivity, nature, monetary stability, and openness can become a global proposition. The next step will be more difficult and more important: to grow without losing its essence, to attract without displacing, and to build a country where both newcomers and long-time residents can feel that the future belongs to them as well.
